In early February, 1862, Union Brigadier General Ambrose E. Burnside, commanding the Department of North Carolina, launched an offensive against the Confederate strongholds and port facilities in North Carolina’s Outer Banks. His goal is to close the Outer Banks to Confederate shipping and overseas traffic in order to tighten the Union naval blockade of the South as part of the "Anaconda Plan." After winning the Battle of Roanoke Island on February 7th - 8th, Burnside's next task is to secure the strategically-important city of New Bern. If victorious at New Bern, General Burnside would be one step closer to achieving his goal of securing the Outer Banks and tightening the Anaconda's stranglehold on the South.
