To start the Fourth Horseman Exotic quest, pick up the quest from Zavala. Then you can use this video to navigate through Zavala's Office and complete the first step of the Fourth Horseman Exotic Quest. If the door is not open for you, go to orbit and load back in. This may take a few attempts.
