"South Africa claims 314 guerrillas were killed in recent operations against the South West Africa People's Organisation (SWAPO) in Southern Angola. Security measures have also been tightened in northern parts of Namibia (South West Africa), ruled by South Africa in defiance of United Nations resolutions. Military patrols were set up after a SWAPO mortar attack in the village of Tsani, 50 kilometres south of Namibia's border with Angola, SWAPO's main base in its 16-year-old bush war against white rule. The raid, on a store often used by policemen, resulted in the killing of seven Ovambo civilians. Pretoria has accused the black nationalist organisation of plotting a series of sabotage attacks at a time when international negotiations on Namibia are said to be making good progress. There is concern, however, that continuing South African incursions in Southern Angola could jeopardies the talks. The talks, in New York and Washington involve a five-nation contact group - Britain, France, Canada, West Germany and the United States. The United Nations, black front-line states in Southern Africa, and the two warring sides, South Africa and SWAPO, are also taking part in the negotiations."
