Doable with Boothill E0 & RM E0, but need a double DDD setup for this because :
you need to DDD once at the beginning of wave 2 in order to break Hoolay before he acts, enabling him to take additionnal bleed dmg before Boothill's 3rd action, which compensate for the lack of E1 Boot / E1 RM dmg
the second DDD for phase 2 in order to act before him on his 1st attack during moonrage, as without DDD he will be faster than you, enter moonrage and have his blast attack that will push your whole team AV back which will for sure ruin the 0 cycle. You can either DDD after Boothill 4th action like I did, or wait for Hoolay to enter moon rage & cast DDD instantly there (before he attacks) to make your whole team AV jump in front of him.

That is just informative, my Boothill is E2S1 & RuanMei E1 anyway so I don't need to bother with this + even if I wanted to I don't even have one S5 DDD on my account so 🤷‍♂️
Just know it is technically posssible to 0 cycle Hoolay with Boothill E0 / Bronya / RM E0 / Gallagher.
However, I believe that atleast his lightcone is mandatory, or else you would need to have moze S5 LC + RM E1 to compensate, so in fine the minimum limited cost should be 3. I don't see a 2 cost run being possible but I might be wrong.

Little additional note : That said, I personally do not think that DDD should be counted as 0 cost despite being 4* as this is the most rare 4* LC in the game and arguably one of if not the best in the game.
The cost system provides a decent metric for establishing a basis for comparison purposes, but I do not think it's entirely accurate or fair either, & this should be taken with grains of salt in mind rather than an absolute number, as some eidolons / units / LC are simply way more valuable than others.
