I finally beat him! Key thing is when you do have Force Power, you can push him right as he starts his attack animation, then rush in and give him a double sword power hit (Block button hold, then press attack). Without force power, just hold block during his blockable attacks, dodge his red attacks, and jump in and attack him after the red attack. Perry's stun him, but are hard to time.
