Plant bare-root clematis in pots when you can't yet plant them in the ground. Many times bare-root perennials show up in stores before you can plant them safely in the garden.

Though I am in Zone 8 we can often have a lot of snow covering the soil for weeks yet when bare-root clematis plants are shipped to me from growers or are available in nurseries and garden centers.

So I just pot them up and let them get going for several weeks. It is easy and quite fun. Many folks let the clematis grow for a year so so in the pots to get better established before planting them out in the garden.
I have successfully planted them out sooner and had success and I have grown them in containers for a year before doing so. It may depend on your local conditions.
