Ever since the Domination DLC, Russia got a new insane mission tree making them able to modernize getting permanent modifiers like 5 discpline, reinforce speed and +1 global buildings. And since Russia has so many provinces and modifiers for developing they can keep scaling all the way until the end date of EU4 while still not being fully built up.
