How to fix an issue with the Kubota 0-turn Mower Deck not lowering when the foot pedal is stuck low.

UPDATE: After a few reoccurrence of this problem I have removed, done away the elevation cylinder altogether.. To set the deck to the high position I simply step on the deck pedal all the way down and adjust, rotate the deck height knob to 4" , high enough to curse whilst not mowing.
