Vice President Sara Duterte and Sen. Risa Hontiveros had a heated exchange during the Senate finance committee's hearing on the proposed 2025 budget of the Office of the Vice President (OVP) on Tuesday (August 20).

Asked by Hontiveros about details of the OVP's budget, including assistance programs that are "parallel" or similar to those of the labor and social welfare agencies, Duterte said that the reason for the proposed separate allocation is due to alleged politicized decision-making from the line agencies.

According to Duterte, her office has experienced instances where its referral of assistance to DSWD was rejected, allegedly because of political allegiances.

Hontiveros said she would make a motion to re-allocate the budget for the OVP's assistance programs to the relevant agencies, including DOLE.

The senator went on to ask about "Isang Kaibigan," a children's book authored by Duterte, and its proposed budget of P10 million to be distributed to learners.

The vice president, however, opted to not address the question about the book, and instead likened Hontiveros' planned motion to re-allocate the OVP's assistance programs to her earlier mention of politicizing.

Duterte brought up Hontiveros' previous statements about her stance on China, as well as the senator's alleged past attempt to court Davao voters through the vice president's father, former president Rodrigo Duterte.

Hontiveros said she was at a loss as to why Duterte would bring up politicizing when she simply asked about details of the book distribution. The senator questioned Duterte's "attitude" given the hearing's formal setting — a statement echoed by the vice president pertaining to Hontiveros.
