The Junior Police Officer program aims to equip students with leadership and civic responsibility skills, while also supporting the Honolulu Police Department in ensuring pedestrian safety in the school's vicinity. Fourth and fifth-grade students at Kalihi Waena Elementary School are eligible to become JPOs and participate in campus patrols before and after school hours.

Every school year, the Honolulu Police Department holds its annual Junior Police Officers' Field Day, where JPOs learn various commands to enhance their skills, coordination, and confidence necessary for the competition. In preparation for the event, JPOs engage in drills throughout the school year.
