Delaware County prosecutors said witnesses have video of a teenager deliberately running down and killing a neighbor after a dispute. It all happened Tuesday on Fancher Rd in Harlem Township.

Deputies said that after a dispute, Joshua Harper, 19, got in a pickup truck and deliberately struck Matthew Cox, 37, killing him.
