Many hotels of this type are independent, with a garage and rooms combined, but this building was unusual in that it had a common hallway. It is often seen in old municipal apartments and municipal housing.

As for the vacant house, I don't know if it has anything to do with the hotel, but I thought the owner was enjoying gardening.
