Hi, if your PS4 has seized up and is showing a pulsing white light like shown in the video then you may be able to fix it by simply holding down the power button until it fully shuts off. When it turns back on again it will think that you unplugged it from the power without shutting it down properly and will go through a safe start up procedure but then it should be back to normal.
