Police Station is fully playable (with 'Get to Work' expansion pack) You can place it with cheat code: bb.enablefreebuild
How to place:
1. Send your sim to work in the Police Station.
2. On a Police Station lot input the following cheat code: bb.enablefreebuild and bb.moveobjects.
3. Bulldoze the original building and place a new one from the Gallery.

!!! Before placing the lot I recommend to input following code: bb.moveobjects
