The Surface Transportation Board (STB) recently revised its regulations for granting expedited relief to shippers for rail service emergencies (STB Docket EP 762). Those regulations took effect on February 23. The revised regulations are the STB’s response to shipper complaints that the process for obtaining emergency service relief under the former regulations was too long and impractical. Consequently, no shippers requested emergency service relief pursuant to the old rules during the rail service performance problems that spanned much of 2022 and 2023.
