Here's a basic recipe for hot spicy powder using dried chili peppers:

Ingredients:

1 cup dried chili peppers (such as red chili peppers, cayenne peppers, Thai bird's eye chilies, or any other hot chili variety)
Optional additional spices for flavor (such as cumin, garlic powder, paprika, or salt)
Instructions:

Prepare the dried chili peppers: Remove the stems and seeds from the chili peppers if desired, as they can add extra heat. You can also leave them in for a spicier powder.
Heat a dry skillet over medium heat. Add the dried chili peppers to the skillet and toast them for a few minutes, stirring frequently, until they become fragrant. Be careful not to burn them.
Once toasted, remove the chili peppers from the skillet and let them cool completely.
