In the years prior to Hamas’ October 7 attack, group leader Yahya Sinwar reportedly pushed his fighters to adopt a new strategy of self-reliance by constructing a “labyrinth” of tunnels in Gaza, as per a report by The Washington Post. Under the leadership of Sinwar, Hamas reportedly focused on achieving the capacity to produce its own weapons and explosives. The group also raised tens of millions of dollars, some of it reportedly from Iran.
