Batman has a roster full of unique villains. During his time in the DCAU (the DC animated universe) his rogues gallery expanded. The success of characters like Harley Quinn led to an attempt to create even more new baddies for the caped crusader. Over in the tie in comic - The Batman Adventures- Bruce Timm and Paul Dini tried their hand at a new female villain the form of Roxy Rocket. Despite an animated episode (The Ultimate Thrill) and transferring into the DC Comics universe; this thrill seeking stunt woman never quite took off. Why was that? Did/does she have potential?
