Steps to get C-Moon:
Get a Deo Diary from the ground when it spawns.
Talk to Rico Pushie at the Castle and complete the quests he gives you.
Once you get complete the final quest use Green Baby on Whitesnake. (Idk if you need full worth but I'd do it just incase)
Then boom C-Moon
