Undertale is a game constructed of layers upon layers of one-upping. What starts with a few simple fourth wall breaks cascades into the game, and it's creator, having a laugh at the entire player base, who so desperately want to pick it apart until it's nothing but code. Every bit of discourse about this game online was all part of Toby's master plan. We'll never truly finish this game, because we'll never outsmart it. We won't outsmart it by save scumming. We won't outsmart it by resetting our save. We won't outsmart it by editing our save. We won't outsmart it by datamining. We won't outsmart it figuring out who WD Gaster is, and we won't outsmart it by making video essays analyzing it's artistic intent. Toby is still one step ahead of all of us, so after twenty playthroughs, can we really say we've finished the game?
