the name Zagreb was first mentioned in 1094, when the King of Hungary and Croatia founded Ladislavs I of the diocese of Zagreb. It developed from two settlement centers Kaptol (episcopal town) in the east and Gradec (upper town) in the west. Captule was a city of clergy where the bishop and epicenter of the Diocese of Zagreb had resided since the 11th century. Merchants and artisans settled in the upper town on the neighboring mountain in the west. Conflicts of interest between the two settlements repeatedly led to disputes. In the 13th century, southeastern Europe was affected by devastating Mongol conquests. Bella IV, King of Croatia and Hungary from 1235 to 1270, organized the defense of the Gradec. In appreciation of the support، in Year 11 he gave to the residents of the Gradec Bulla Aurea، a symbol of freedom and independence. With this document، Gradec became a free royal city.
