There is nothing wrong with using notes during a speech. In fact most famous speakers you see are either using teleprompters or some form of notes during their performances.

The problem is that most people use notes as a handicap instead of a tool and end up "reading" instead of "performing" which then in turns brings down the overall quality of the presentation.
