Telemedicine leverages cutting-edge communication technologies to address health care gaps in challenging terrains. It enables the exchange of clinical information among medical professionals at various care levels—ranging from hospitals and clinics to temporary bases and mobile units—, including real-time virtual consultations, particularly in situations where distance is a critical factor. The result is enhanced access to expert medical opinions and higher quality patient care in UN field missions.

Since September 2022, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) has been among the eight UN missions pioneering telemedicine. A typical telemedicine system requires both a power source and internet connectivity to run electronic devices and software, with a backup power supply system. It may also include a portable satellite terminal to ensure connectivity in remote locations or dynamic settings such as deep field operations, convoys, and patrols, where Internet access may be limited or unavailable.

Telemedicine proves to be a force multiplier by bringing expert medical services closer to field operations, even on frontlines. Its contributions include timely responses to medical emergencies, expediting medical decision-making processes, and potentially saving lives and limbs in various circumstances.

This project, winner of the 2023 SG Awards in the category “UN 2.0 – Quintet of Change," emerges as a practical and effective solution for health care delivery in remote UN missions, and it is one of the flagship initiatives within the Triangular Partnership Programme led by the Department of Operational Support (DOS) and driven by the Office of Information and Communications Technology (OICT) in collaboration with the Division of Healthcare Management and Occupational Safety and Health (DHMOSH).
