What if it was a tower to connect to a portal in the sky? An escape hatch to BASE REALITY or perhaps what you could call the primary matrix, a type of heaven realm. A portal for the fallen angels to return to the heaven realms, or perhaps even to invade them? If so, it had to be stopped which was accomplished by confusing the languages of the people.
