This is a lecture/discussion of REPUBLIC ACT NO. 9745] AN ACT PENALIZING TORTURE AND OTHER CRUEL, INHUMAN AND DEGRADING TREATMENT OR PUNISHMENT AND PRESCRIBING PENALTIES THEREFOR which was passed into law by the Congress in 2009.

I hope this will help raise awareness, to all concerned, of our underlying commitment and obligation to suppress all forms of torture and other cruel inhuman or degrading treatment or punishment .

Note:
I have to clarify my discussion in Section 15 regarding “Torture as a Separate and Independent Crime”. I made a mistake in choosing the proper term in the illustration I made, it should have been “Physical Injury” not “Not Physical Torture”. The illustrative case I mentioned was: Example, may nahuli yung pulis na sibilyan at binugbog nya. Ano ang magiging kaso nya? The answer should be “Physical Injury” and violation of RA 9745.
