The name "croppy" was used to refer to Irish rebels who wore short cropped hair as opposed to the powdered periwigs worn by the upper classes. They were inspired by similar French revolutionaries who had the same idea. It's unknown who wrote the song or when, but we know it was written shortly after the 1798 rebellion.
