The licking behavior between the whitetail deer doe and the fawn is completely normal.

The mother licks the anal region of the fawn to stimulate it to urinate and empty its bowels during the first couple weeks of the fawn's life.

The doe will consume everything excreted to help cover up the scent of the fawn from predators.
