UPDATE: This turned out to be a motherboard issue. Installed a new B8 Gaming board from Gigabyte and the card took just fine.
Below is the original issue.

Problem with EVGA GTX960 SSC GPU. No Signal to Monitor.
Brand new build, no OS installed yet.

PC Specs:
Motherboard: Asus Z170-AR
CPU: Core i5 unlocked 7600K Lga1151
GPU: EVGA Geforce GTX960 SSC
Memory: Corsair Vengeance 4x8GB DDR4 2666MHz LED
CPU Block: XSPC raystorm Neo
Cooling: Enermax Neochanger 400ml RGB LED Reservoir and Pump
Fans: 3x Thermaltake Ring 12 RGB + Controller
SSD: SK hynix SL308 2.5" 500GB SATA III TLC Internal Solid State Drive
PSU: Corsair RM750i Full Modular

After plugging in our PCI-e power cable directly to the GPU interface and powering up the PC, no signal is sent to the monitor using DVI connector which has been tested to work on another PC.

Tried unplugging GPU and using the on board integrated HDMI connector with no success.

Tried everything from plugging the PCI-e extension to alternative PCI-e slots to removing Dimms from the motherboard which were suggested on various forums.

If anyone has any ideas on what the problem is, please comment and share to help the next person out.
