In 2015, there were 468 murders, and the murder rate has increased by 72%. Who is to blame when many of the victims are young African-American men?
Reggie learns firsthand about police brutality, but after witnessing the aftermath of a gunshot and the funeral of a young black guy, he realises that the majority of homicides are committed by young black males who live in Chicago's poorest neighbourhoods.
