Am 18.07.23 fand das fünfte "B3 im Dialog“ der Veranstaltungsreihe „Dialog für Cyber-Sicherheit“ des Workstreams „BuntesBugBounty“ (B3) statt. Isabel Drost-Fromm (InnerSource Commons Foundation) leitete durch die Veranstaltung zum Thema. „Staatliche Förderung von Free and Open Software (FOSS) auf EU-Ebene“.
Nach der Begrüßung durch Gregor Bransky, Sprecher des Workstreams, sowie einem Beitrag von Lars Bartsch, BSI, zur Position der Behörde präsentierte Saranjit Arora von dem Open Source Programme Office der Europäischen Kommission (EC-OSPO) die bisherige Arbeit der EU im Bereich FOSS. Zuerst warf er einen Rückblick auf die vergangenen Erfolge der EU. Sie verwies aus u. a. aufe EU-FOSSA und erörterte dann, wie das EC-OSPO die aktuelle Open Source Software Strategie 2020-2023 der Europäischen Kommission umsetzt. Anschließend wurden in einem Q&A weitere Aspekte, wie die globale Dokumentation der FOSS-Förderung als auch die wissenschaftliche Grundlage der Fördermaßnahmen diskutiert.
Die Veranstaltung ist Teil des Workstreams „BuntesBugBounty“ (B3), der innerhalb des „Dialogs für Cyber-Sicherheit“ des Bundesamtes für Sicherheit in der Informationstechnik (BSI) stattfindet. Im Projekt „Dialog für Cyber-Sicherheit“ treten die organisierte Zivilgesellschaft sowie Vertreterinnen und Vertreter aus Wissenschaft, Kultur und Medien, Wirtschaft und Staat als Dialogpartnerinnen und Dialogpartner untereinander sowie mit dem BSI in einen intensiven Austausch. Das Ziel dieses Workstreams ist die Unterstützung des gesamtgesellschaftlichen Dialogprozesses hinsichtlich eines bundesweiten Bug-Bounty-Programms, sowohl für die IT-Systeme der öffentlichen Hand als auch für Freie Open-Source-Software (FOSS).

On July 18th 2023, the fifth edition of the "B3 in Dialog" series of the "BuntesBugBounty" (B3) workstream took place as part of the BSI project "Dialogue on cybersecurity", with Isabel Drost-Fromm (InnerSource Commons Foundation) guiding participants through the event. The topic of the evening was government support for Free and Open Software (FOSS) at the EU level.
After a greeting by workstream spokesperson Gregor Bransky and a short contribution by Lars Bartsch from BSI on the position of the agency, Saranjit Arora from the European Commission's Open Source Programme Office (EC-OSPO) presented the EU's work on FOSS to date. First, he took a look back at past EU successes, such as EU-FOSSA, and then discussed how EC-OSPO is implementing the European Commission's current Open Source Software Strategy 2020-2023. This was followed by a Q&A to discuss other aspects, such as the global documentation of FOSS funding, as well as the scientific basis of the funding measures.
The event is part of the workstream "BuntesBugBounty" (B3), which takes place within the "Dialogue on cybersecurity" of the German Federal Office for Information Security (BSI). In the "Dialogue on cybersecurity" project, organized civil society and representatives from academia, culture and media, business, and government (dialogue partners) engage in an open dialogue with each other and with the BSI. The goal of the workstream is to support the overall societal dialogue process regarding a nationwide bug bounty program for public sector IT systems and Free Open-Source Software (FOSS).
