For a lot of people, making a game can seem cost-prohibitive. A lot of first-time devs, won't have backing from publishers, grants, or previous game sales, and have to fund it all themselves.
We managed to release our own game for less than $500 (excluding hours, obviously). In this video, Marnix goes over how you can do it, and how you should spend your money if you do have some lying around.
