60g tinh bột / tapioca or potato starch
1tsp bột tỏi /garlic powder
1/2 tsp tiêu xay / ground black pepper
1/4 cup nước lạnh / cold water

1Tbsp dầu ăn / cooking oil
2Tbsp cup hành lá/chopped scallion
2Tbsp cup đậu phụng rang / toasted peanuts
