German police car responding:
A police patrol car from station Freising of the Bavarian State Police division Highway Patrol responding on southbound highway 9 from Freising County to Munich County, performing a traffic break to slow down traffic on all 4 lanes. Probably someone reported stuff lying around on some of the lanes, so the police removes them and wants to create a safe workzone for themselves.
It's the first time I see such a traffic break. This part of highway 9 has 4 to 5 lanes of traffic which is a lot compared to the common 2 or 3 lane wide highways
