PC Setup: Windows with a Ryzen 3600, RTX3070, 48GB of Ram, Many TB of Storage, Cintiq Pro 24 (2019?) Blue Snowball Mic
Software:

I also frequently use a Samsung Galaxy Book 360 for my on the go arting but I can vouch for the ipad pro being basically the best digital sketchbook in existence, the only reason I don't use it for everything is that I use blender A LOT and ipad OS is infuriating to use a power user.

Books and Stuff I vouch for! I own all of these in my personal collection that I bought with my own money and have read front to back multiple times.

Books:
If I had to pick one art book to bring to a desert island:
Andrew Loomis - Figure Drawing for all its worth
If I could Pick two books I would also bring:
Burne Hogarth - Dynamic Figure Drawing
Other Amazing books...
James Gurney's Books on Painting are both excellent.

Imaginative Realism
Color and Light
Anatomy For The Artist

Art Supplies Worth Buying and Using (I did anyway..) :

(starter kit-Traditional)
Faber-Castell 2h-6b Pencils
Prismacolor Color Pencils
Kneaded Rubber Eraser
Plastic (Hard Edge) Eraser
Mix Media Sketchbook
Pencil Sharpener

(starter kit-Digital)
Wacom Intuos small, More than enough tablet to get your feet wet, there are very capable non-wacom tablets out there but as I have not used them myself I do not feel comfortable recommending them.
ANY Scanning Printer from bringing in and digitizing art but this is good enough

Any Free Art Software, Krita while not perfect is a very good option and Clip Studio Paint is Frequently on Sale. The Photoshop Photography bundle is also pretty good if you want to stick with Adobe's Ecosystem.

Camera gear I film with:
(I'm an enthusiast amateur photographer, don't buy an expensive camera first!! The A6000 series, even old ones are more than enough camera. Buy your first camera from a used shop just be sure to test it thoroughly and haggle with them.)
