At the first Arahant Summit, the assembly of Arahants was pondering how to best preserve the teachings for future generations to come.
At that time Mahakassapa organized the event and the question arose which should be recited first: the Vinaya or the Dhamma.
Ultimately, the assembly of Arahants decided that the VINAYA should be recited first even though it is NOT the special contribution of the Buddha.

People misunderstand virtue and leave out the foundation of the holy life.
We cannot know and see as we actively distract ourselves.
Virtue means to stop all those proximate fueling through our unskillful actions.
Once craving has been sufficiently stopped the Dhamma is discernible.
Without calming the mind, the Dhamma cannot be seen.
But it has to be the right kind of calm!
