Five police officers are to be investigated for their response to a school shooting in Uvalde, Texas, in May that left 19 students and two teachers dead.
The announcement comes as students returned to school amid heavy security.
The start of the term was delayed to give the community time to deal with one of the worst school shootings in US history.
Robb Elementary School, where the mass shooting took place, is not reopening.
