This video is about the Tallest Buildings in all of St Louis COUNTY, so that's why it includes 3 towers (whom 2 U planned or Under construction) that are located in Clayton. Clayton is not officially a part of St Louis, but it's completely surrounded by St Louis, and both are in the same County. And that's the reason why I included Clayton Towers in this video.

About the Gateway Arch, it is indeed the tallest Structure in St Louis. But for it to be called a building, it must have at least 50% habitable floorspace, and that's not the case for the Gateway Arch. This definition is made by the CTBUH (Council on Tall Buildings and Urban Habitat), and is a guideline I follow while making my videos.
