It's the eve of NYEPI, an annual day of prayer of and meditation for all Hindus.
Hindus represent 87% of the island so it's kind of a big deal which gets kicked off by a parade in which multiple demonic effigies make their way down the street. These demons are called Ogoh-Ogoh, derived from the Balinese “ogah-ogah”, meaning “to shake”, and it represents the Bhuta-Kala or evil spirits, vices that need to kept away from humans.
