This is the Windows port of the first installment in the Densha de Go! series, initially released April 23, 1999. It includes portions of the San'in Main Line (Sagano Line), Keihin-Tōhoku Line, Tōkaidō Line (JR Kyoto Line) and Yamanote Line. The Windows port is exclusive to two extended lines (along with the SEGA Saturn EX version of the game), which are: the Sagano Line and the Tōkaidō JR Kyoto Line. This series is developed by TAITO who went on to release many other Densha de Go! games for home consoles and Windows computers based off the Arcade versions.

The graphics have been uplifted when compared to the console versions, as it was published by UNBALANCE. Fun facts about this port; back in the day, the port by UNBALANCE was supposed to be released a year earlier in 1998 but was delayed due to some complications in getting the game to run optimally -- since it was delayed, Densha de Go! 2 was the first game to be brought to Windows before its predecessor. According to the UNBALANCE team, they "did not get the expected performance, so it became necessary to rebuild the program from scratch" during the postponement.
