Captain John Braddock (Reed Hadley), head of the Racket Squad, takes us back to the 1920's to see how a Ponzi scheme took place. Romaine(Tony Caruso), a likable swindler with no money at all, creates a fortune, and lives the high life of luxury with expensive yachts, women, and more money than you can imagine. Amassing 4 million dollars with his scheme, a newspaper reporter tries to expose the crook who feels he is untouchable.
