The *four essential elements* of a state are:
1. Population
- A state must have people who reside within its territory. This population may vary in size, culture, language, or religion, but their presence is essential for the functioning of the state.

2. Territory
- A state must have clearly defined geographical boundaries. This includes land, airspace, and territorial waters. The size of the territory does not determine whether an entity is a state, but the existence of a specific area under the state’s control is crucial.
3. Government
- A state must have a government that exercises control over its territory and population. The government is responsible for maintaining law and order, providing public services, making laws, and interacting with other states. Different forms of government can exist, such as democracy, monarchy, or dictatorship.
4. Sovereignty
- Sovereignty refers to the supreme authority of the state to govern itself without interference from outside forces. It implies both internal sovereignty (control over internal affairs) and external sovereignty (the ability to engage in relations with other states).

Together, these elements form the basis of a state’s identity and legitimacy in the international system. Without any of these elements, the existence of a state is incomplete.
