This was the first county resolution in ʻŌlelo Hawaiʻi (Hawaiian Language) and passed 7 to 2 with only Chair Alice Lee and Vice Chair Yuki Lei Sugimura voting "Nay". Three conservative council members, Nohelani U'u Hodgins, Tasha Kama, and Tom Cook crossed the aisle and voted with the progressive members.
