Trooper's Report:

On July 8, 2024, at approximately 1650hrs, I, Trooper A. Cass, visually observed a silver Land Rover SUV traveling in excess
of the posted speed limit. I confirmed via moving radar the vehicle was traveling 72 mph in a 50 mph construction zone with
workers present on I-30 east at mile marker 139. Once behind the vehicle I activated my lights and sirens to conduct the traffic
stop. V1 slowed, put on its right blinker, and moved towards the right lane. V1 then passed an exit and multiple shoulder areas
and continued on I-30 east crossing the river bridge, which does not have any safe areas to stop. V1 took Exit 141(Broadway)
then went straight through the green traffic light, passing multiple parking lots and side roads. At this time, I notified dispatch
that I was in pursuit. V1 traveled back onto I-30 east at Bishop Lindsey Rd. V-1 then took the Highway 107 exit from I-30 east A
TVI was attempted on the Hwy. 107 exit ramp and was unsuccessful. S1 drove out of the TVI and went the wrong way back
down the exit ramp re-entering I-30 east travelling west into oncoming traffic.

A second TVI was attempted and successful. S1
attempted to drive out of the TVI again causing him to hit another vehicle traveling eastbound in Lane 4 as they swerved toward
the left shoulder. I used my unit to pin V1 between both cars as S1 continued to attempt to drive away. S1 was ordered out of
the vehicle and taken into custody without further incident.
While taking S1 into custody I noticed an odor of alcohol about his person. In the vehicle I located multiple open containers and
a cup with ice that contained liquid that had the odor of alcohol. Due to the manner of driving and the odor of alcohol an
investigation for DWI was initiated. No SFST’s were conducted due to the location and the nature of the incident.

S1 was transported to Baptist Springhill Hospital. An Affidavit was completed, and a search warrant obtained to draw blood
from S1 for the DWI investigation. The warrant was served and blood was obtained by medical staff. The blood was submitted
to evidence pending submission to the AR State Crime Lab. S1 was cleared by medical staff and discharged from the hospital.

S1 was then transported to Pulaski County Regional Detention Facility and charged with the following:

27-50-302 Speeding -
More than 15 mph over limit,
27-51-302 Improper Lane Change/Usage,
27-51-403 Signals for Turning, Stopping, or Decreasing
Speed required,
5-54-125 Fleeing - Felony - Vehicle or Conveyance,
5-65-103 Driving While Intoxicated - DWI 1st,
27-51-1606
Use Handheld Device in Hwy Work Zone,
5-27-206 Endangering the Welfare of a Minor - 2nd Degree,
27-22-104 No Liability
Insurance,
27-51-304 Driving Wrong Way on One-Way Road, and
27-50-308 Reckless Driving- 1st Offense - Physical Injury
