Neil O'Brien OBE MP, Minister for Primary Care and Public Health, delivered a keynote address at Policy Exchange.

In his address the Minister announced a world-first 'swap to stop' scheme whereby a million smokers will be offered a vaping kit following successful pilots in Bath and Sheffield. A new incentive to help pregnant women quit, alongside a call for evidence to clamp down on youth vaping were also announced as the Government responded to last year's independent Khan Review.
