1 lb lean ground beef
2 tsp beef bouillon
1 tsp garlic powder
1 tsp onion powder
1/2 tsp smoked paprika
12 oz large elbow macaroni
3 cups water
8 oz mild cheddar cheese
4 oz Velvetta cheese
1 cup half and half
salt and pepper to taste
