If you're going to see characters like Charlie Nash and Cammy in a Capcom game, chances are that you'd be seeing them in a fighting game, right? I mean, it only makes sense!

Early 2000s Capcom would disagree with you, however, because when the Dreamcast (RIP) was still receiving games, they released 'Cannon Spike' - a port of an arcade isometric shoot-'em-up title which featured characters from Street Fighter, Mega Man, etc.
