Emergency services resources are now depleted and their personnel are overwhelmed by the scale of the disaster. Morale is all-time low, and there is an overwhelming sense of despair. Military and police have retreated to designated camps in rural areas, where they try to keep order and help as many people as possible. Farming towns are now protected by the military to protect the resources.

Farming and cropping are difficult due to mechanical and automatic equipment that become inoperable. Watering becomes extremely difficult, especially in drier states like California. Dry spells are now impossible to overcome. Mass exodus hits New Mexico, Nevada, Arizona, and southern parts of California. People are moving towards the northern parts of the country where to avoid the drought and hunger. There are rumors of impending invasion.
