Our data is valuable. The information we share online is being used for all sorts of things - to spy on us, influence the advertising we see, train algorithms, and more.

To get around this some messaging apps use what's called end-to-end encryption, allowing people to communicate privately. Politicians, CEOs, and militaries use them, but so do criminals. As a result governments around the world have tried to regulate encrypted communications with varying success.
