This is a game that was made when Stern were at the pinnacle of their cost cutting and "lets do it all as cheaply as we can" hence the terrible F22 and helicopter plastics and toys, wait for it a suitcase that does what? Opens, no way! I heard that Steve Richie was actually sent to the mall to buy the soldiers etc for the safe-house and sniper, that's why they are all different. The "sniper" in this particular game seems to be some sort of super hero! There are rumoured to be only around 350 of these made (worked out by the serial numbers apparently) Having said all that its actually a nice game to play, fast and fun, well its Richie and Sheats, all the cost cutting in the world can't kill that!
