Orochimaru's initial plan was to get Kimimaro's body in Naruto Part 1. He never uses the transfer jutsu on Kimimaro because Kimimaro got a desease and died in the Kimimaro vs Gaara and Lee fight. So what if Orochimaru got Kimimaro's body if he didn't have a disease? Kimimaro was extremely powerful with his bone Kekkei Genkai, and before Orochimaru even got his body, Kimimaro would have helped him in the Orochimaru vs Hiruzen fight. Kimimaro also had the Kimimaro vs KCM 1 Naruto fight in the War Arc, and Kimimaro vs The Samurai, which showed his power.

Orochimaru would have been able to beat Hiruzen without losing his arms. And after that, he would get Kimimaro's body. Orochimaru would be a major threat to the world, still having Edo Tensei available, a strong body, and he would still train Sasuke. He could even learn Sage Mode during the timeskip.
